    <Paragraph position="0"> Reordering is important when using a Phrase-Based system. Although local reordering is supposed to be included in the phrase structure, performing local reordering improves the translation quality. In fact, local reordering, provided by the reordering approaches, allows for those generalizations which phrases could not achieve. Re-ordering in the DeEn task is left as further work.</Paragraph>
