    <Paragraph position="0"> The time is ripe for a new program in machine-aided translation of natural language. New technology from the fields of generation, parsing, and knowledge representation can be brought together into prototype MAT systems that can lead the way for working commercial systems (just as MT technology developed in the early 60's is currently being embodied and sold in Japan).</Paragraph>
    <Paragraph position="1"> A number of technical reasons make this an opportune time to start such a program. They are developments of the following kind:  The benefit to Darpa and the Natural Language Computational community is clear. For relatiw~ly little expense, a major new MAT effort will come into being in the next few years. Much leverage will be gained from the collaborations among projects in the research community~ utilizing the existing generation and parsing capabilities to optimal effect.</Paragraph>
